Eligibility and Exceptions

Minimum Age Requirements

Please Note: DoDEA, the parent organization for DoDDS, has made an important change to its entrance age eligibility requirement beginning in School Year 2009-10. The entrance eligibility birth date has been adjusted from October 31 to September 1.

Eligibility for Non-DoD Schools Program (NDSP)

The following conditions must exist to be eligible for Non-DoD Schools Program support:
  1. Sponsor must be a military service member serving on active duty and stationed overseas on Permanent Change of Station (PCS) orders,
    or
    A civilian employee of the Department of Defense who is employed on a full time basis, stationed overseas, and is either a citizen or a national of the United States;
  2. Sponsors must be authorized to transport dependents* to or from an overseas area at government expense, and
  3. Sponsors must be provided an allowance for living quarters in that area.
*School-aged dependents are defined as an individual:
  1. Who is the child, stepchild, adopted child, or ward of a DoD sponsor, and is eligibly for other command sponsorship services, postal services privileges; and
  2. Has not completed secondary school and who will reach his or her 5th but not 21st birthday by September 1 of the current school year; or
  3. Has disabilities, and is between 3 and 5 years of age by September 1 of the current school year may be enrolled in a DoD or non-DoD educational program until the age of 22.

Exceptions to NoN-DoD Placement Options

Exceptions to the placement options must be submitted in writing through local command and DoDDS-E to Director, Department of Defense Education Activity (DODEA). All exception requests must include:
  1. Assignment orders
  2. DoDEA Form 610
  3. DSE Form 920
  4. Command endorsement (06/7 or civilian equivalent)
  5. A memorandum addressing the following:
    1. Educational Background/history of the student
    2. Future educational needs/requirements of the student
    3. Schools/Educational options available in the local area
    4. Explanation of why local options will not meet the student's needs:
  6. Supporting documentation for the memo if residing in the United Kingdom:
    1. Reports from the office for Standards in Education (OFSTED) in the U.K.
    2. Statement of non availability from the Local Education Authority (LEA)
