defines reduced class size as eighteen students in each classroom
for grades one through three. Research indicates that reduced
class size, combined with the use of effective instructional
techniques and structures, results in positive achievement gains
for all students. Effective practices supporting reading success
such as balanced literacy programs, flexible-grouping structures,
ongoing instructionally oriented assessment, and individualized
instruction are all more possible in smaller classrooms.
